He said the football authorities, football clubs and the city council must ensure there is a solution to what has become an annual event.

The First Minister said the scenes in Trongate after fans gathered for hours which ended in violent clashes with police, should not be allowed to happen again.

He said there is a “job of work to do” and pledged to be part of that work.

Swinney said: “I think there was a very clear contrast at the weekend.

“In Edinburgh, the City Council and Hearts had agreed a plan as to what would happen should Hearts be successful and in Glasgow that wasn’t the case with Celtic.

“I think there’s big issues to be wrestled with there. There were discussions that were taking place to try to create a more orderly environment, but they did not lead to the establishment of that.

“We’ve got a job of work to do, working with the football clubs and the SPFL and with the city council to avoid this situation ever happening again and I commit the government to engaging in that process.

“But fundamentally, at the heart of this, is the unacceptable behaviour of a minority of fans and that has got to be addressed.”

There were 14 arrests on Saturday related to the match, 10 at Trongate and four at the stadium.

Swinney added: “At the weekend, there was astonishingly poor behaviour by a small minority of fans that were at the sporting occasion.

“Most of the fans that were there were there to celebrate the football, to observe their teams and caused absolutely no issues whatsoever.

“But a minority created real difficulties with the invasion of the pitch and then also with the scenes at the Trongate.

“Any violence in our society is unacceptable and the violence that we saw at the weekend, which involved serious injury to police officers who were attending to a medical emergency involving a member of the public, is completely and utterly unacceptable.”
