Curtis Payne, of West Brook View, Emsworth must pay a £1,000 fine and £946.08 in costs after breaking speed-related byelaws at Chichester Harbour.

Worthing Magistrates’ Court found that Payne, while being the master of a power-driven vessel—namely, a jet ski—navigated the vessel in the harbour at a speed exceeding eight knots.

The offence is listed as having occurred between March 2 and March 20, 2025.

Payne’s actions were in contradiction to Byelaws 5 and 29 of the Chichester Harbour Byelaws 1973.

The byelaws relate to vessels entering, using, or leaving Chichester Harbour.

Byelaw 5 stipulates: “The master of any power-driven vessel shall not, subject to the requirements of maintaining adequate steerage way and control, suffer or cause her to be navigated or driven in the harbour at a speed exceeding eight knots through, on, or over the water.”

Byelaw 29 determines that: “Any person who contravenes or otherwise fails to comply with any of these byelaws, or any condition, requirement or prohibition imposed thereby shall be guilty of an offence and be liable to a fine, on conviction before a court of summary jurisdiction.”

The verdict was proved in Payne’s absence on September 1, 2025. He must pay the £1,946.08 balance by September 29, 2025.
