Mazen Madi said he heard a man scream out at the seafront flats in Kemp Town, Brighton, before he saw various items being thrown out of a fifth-floor window, including a microwave.
The incident sparked a huge emergency services response and resulted in a section of the A259 between Eaton Place and Paston Place being closed from the late morning till just after noon.
The disturbance ended when a man was brought out on a stretcher.
Mr Madi, who has lived in the flats for 11 years, said he heard a commotion at just before 11am when a man began “screaming out”.
“It was shocking,” he said.
“There was suddenly shouting and then a man threw a microwave, everything, from the kitchen window.
“It was mad.
“It was like he was throwing out his whole kitchen.”
The 48-year-old said at one moment a chair was also thrown out of a window at the front of the property and hit his car.
Several ambulance vehicles attended the incident, as well as multiple police cars at points around the closed off area and several police vans.
Police officers were seen bagging up items and sweeping up much of the debris.
“He has been arrested in connection with the incident and is receiving medical treatment,” a police spokesman said.
The road is now open and Sussex Police thanked the public for their “patience and understanding”.
