As European Union lawmakers clock up 20+ hours of negotiating time in a marathon attempt to reach agreement on how to regulate artificial intelligence a preliminary accord on how to handle one sticky element — rules for foundational models/general purpose AIs (GPAIs) — has been agreed, according to a leaked proposal TechCrunch has reviewed. In recent weeks there has been a concerted push, led by French AI startup Mistral for a total regulatory carve out for foundational models/GPAIs. But EU lawmakers appear to have resisted the full throttle push to let the market get things right as the proposal retains…
This stark contrast underscores the escalating cyber threat landscape. Smaller businesses are not immune, with 9% experiencing such incidents in the past year. The research indicates a worrying reality: businesses are 67% more likely to suffer a cyber incident than physical theft and nearly five times more likely to be targeted by cyber attacks than to experience a fire. The repercussions of these cyber incidents are significant, with 31% of businesses reporting operational disruption and 21% suffering data loss and system lockdowns. On average, these incidents cost businesses around £21,000, but the financial impact can soar into the millions. Alarmingly,…

A central goal in quantum optics and photonics is to increase the strength of the interaction between light and matter to produce, e.g., better photodetectors or quantum light sources. The best way to do that is to use optical resonators that store light for a long time, making it interact more strongly with matter. If the resonator is also very small, such that light is squeezed into a tiny region of space, the interaction is enhanced even further. The ideal resonator would store light for a long time in a region at the size of a single atom. Physicists and…
It comes after the household payment, which funds much of the corporation’s operations, had been frozen at £159 and was set to rise in line with inflation next year. However, the government has said the expected 9% increase, which would have meant an increase of around £15 from April 2024 has been reduced. Speaking in the Commons on Thursday (December 7), Frazer told MPs the increase will instead be based on September’s consumer prices index (CPI) rate of inflation which was 6.7%. *Announcement*: 📢 I have today announced that Dr Samir Shah is the Government’s preferred candidate for the position of…

Joshua Posamentier and Abe Yokell have spent the last seven years on the LP circuit, tirelessly pitching LPs on the financial and ESG (environmental, social, and governance) benefits of investing in climate tech. “We’ve had hundreds — I don’t even want to fess to how many — but hundreds of conversations over the years,” Yokell, a managing partner at Congruent Ventures, told TechCrunch+. Some of those conversations ended with the limited partners investing in one of Congruent’s funds, but for the most part, they didn’t. “We’re used to getting rejected. That’s part of our life.” Well, the shoe is on…
