Part of a footpath beneath a clifftop promenade was cordoned off amid a large emergency response.
Police, paramedics and firefighters were called to The Leas in Folkestone this morning.
Officers taped off a section of The Vinery, which runs below the main promenade.
Resident David Bremner said he spotted the emergency services at about 10.30am.
He said: “It was a huge response at first. I was just walking by and there were five police cars, two ambulances and a fire engine.”
Mr Bremner said the response appeared to have been scaled back by 11.30am, with only two police cars remaining at the scene.
When he passed by at 2pm, the emergency crews had gone but council workers were there blocking off the area.
The emergency services have been contacted for comment.
