On Thursday (June 25), Rother District Council refused permission in principle (PIP) application for up to two new homes on land next to a property called Hunters Moon in Woods Corner, Dallington, near Battle.
The council has yet to publish its reasons for refusing the scheme but says the decision was taken by officers using delegated powers.
PIP applications are intended to act as a streamlined planning process for small scale developments, allowing applicants to establish whether a site would be suitable for housing without producing a full design.
They are intentionally limited in their scope, considering only location, land use and amount of development. Other matters are considered at a later stage of the process, known as technical details consent (TDC).
The applicants — listed as Mr and Mrs T Page — put forward two designs for how a potential development of the site could work.
One shows how two detached dwellings could fit onto the site, sharing a new road access. The other showed how they could be arranged in a semi-detached pair, with two access points.
The application said the proposed access points were indicative and any detailed scheme would need approval by East Sussex County Council Highways.
