The incidents took place in Chislehurst and Green Street Green, where bags of waste were left either beside or on top of recycling banks instead of being properly disposed of.
In one case, CCTV footage captured Paul Misfud, of Bishops Butt Close in Orpington, depositing refuse sacks beside recycling banks in Pinewood Drive on September 28.
In a separate incident on November 17, Mark Brown, of Westwood Park, Forest Hill, was filmed dumping multiple refuse sacks on and beside recycling banks in High Street, Chislehurst, car park.
Neither incident involved any attempt to use the recycling facilities correctly, despite some of the waste potentially being recyclable.
Both men were initially issued with Fixed Penalty Notices following investigations using CCTV evidence but were later prosecuted after failing to pay the fines.
Misfud and Brown both pleaded guilty on April 21 to illegally depositing waste under Section 33 of the Environmental Protection Act 1990.
Misfud was ordered to pay £510 in fines and costs, while Brown was ordered to pay a total of £400.
A council spokesperson said: “We will continue to tackle fly-tipping in all its forms, wherever it happens, even when left at a recycling bank.
“Dumping refuse sacks at a recycling bank actually makes it harder for others to use the recycling banks properly.
“Our recycling banks are regularly emptied, and whilst no attempt was made in these prosecutions to check to see if the bins were full, even if they are full, the advice is to take your recycling home or to another recycling bank.”
