The project, proposed by Mark Plummer, aimed to transform a deli at 36 Norman Road, St Leonards, into a new wine bar.
The site was previously a vintage furniture shop.
Mr Plummer’s deli venture, ‘Salon’, opened in July 2025, selling wine and cheese for off-site consumption.
The shop has now been granted permission to host food and drink services for up to 16 patrons within the premises.
Hastings Borough Council approved the plans on February 12.

The application outlined the business’s intent to organise ticketed alcohol tastings and serve wine to patrons, necessitating a change of use from mere retail to a drinking establishment.
The application said the building’s new use will lead to an “overall positive contribution” to the neighbourhood, without compromising the significance or setting of the conservation area.
The proposals do not impact any non-designated assets, the application said, and the setting changes were described as “neutral”, with no adverse effects.
The external paint colour change is consistent with the historic pattern of gradual evolution in St Leonards, the application says.
According to the application, the proposal would not “detract from street scene or residential amenity”.
The approved operational hours are 10am to 9pm from Monday to Saturday, and 11am to 5pm on Sundays and bank holidays.

Sussex Police were consulted on the plans and said: “The potential for the amenity of the surrounding neighbours to be impacted cannot be overlooked with the introduction of a drinking establishment.
“Should this planning application be approved, it will be a matter for staff to manage noise issues in the most appropriate manner in order to ensure that the local community are not unduly disturbed when patrons are leaving at night.”
Council planning officers wrote: “The approach is consistent with the character of the St Leonards district centre and complements the existing mix of uses.”
