On December 18, emergency services were called to the incident in First Avenue, Hove.
No one was injured in the incident, but a number of cars were crushed.
The road was closed as emergency crews worked to clear the scene.
Now, the Health and Safety Executive has confirmed that it will not be investigating the incident.

The collapse happened during stormy weather which also brought strong winds to the coast, leading to the Met Office issuing a yellow weather warning for rain.
Speaking to The Argus at the time, residents shared their shock following the scaffolding’s collapse.
One resident, who wished to remain anonymous, said at the time: “I heard a great crash and went to the window and saw it.
“My car is under there; it’s an inconvenience but fortunately no one is hurt. My wife had said last night that the scaffolding was making a noise.
“It’s nonsense, it shouldn’t have fallen down.”
Tanjit Calais from Bali Brasserie, next door to where the scaffolding had fallen, put the incident down to “high winds” but that “thankfully no one was working on it because of the strong winds”.
