Marine Drive – the A259 – has been closed due to the incident this evening which is being investigated by police.
Sussex Police have since issued a statement.
A spokesman for the force said: “Police received a report of a stolen vehicle in Hamsey Road, Brighton, on 8 January.
“The vehicle was later seen by officers, and crashed on the A259 at Ovingdean.
“A man has been arrested, and a temporary road closure is in place while we investigate this incident.”
A spokeswoman for the Royal Mail said: “This is an active police investigation so we won’t be able to provide any details or a comment at present.”
Pictures taken from the scene show a Royal Mail van and another vehicle involved in the collision.
The incident has created “chaos” with diversion routes in places and huge queues building up on surrounding roads.
Councillor Bridget Fishleigh said: “I was at the Rottingdean lights when three police cars came through like the clappers and we wondered what was happening.”
Others took to social media to say they were left “terrified” and “shaken up” after witnessing the Royal Mail van.
