Emergency services were called to reports of a collision on the A259, Seaside, Eastbourne at about 1.40pm on yesterday (December 17).
Police said a moped rider had collided with a pedestrian at a zebra crossing.
The pedestrian, an 83-year-old man was taken to hospital with serious injuries.
Ricky Bratton, 65, of Langney Rise, Eastbourne has been charged with failing to provide a specimen for analysis.
He is due to appear at Hastings Magistrates Court on February 25, 2026.
