The memorial in Palmeira Square in Hove was reportedly targeted on Sunday.
It was also attacked a month ago, in another incident being treated as a hate crime by police.
The Palmeira Memorial Group, which manages the memorial and conducts daily services every evening at the site dedicated each service to a different victim of the Oct 7 attacks – issued the following statement:
“This is a new low.
“On the very day a grieving local family finally received news of their loved one, someone carried out an act of vulgar and hateful desecration. It is utterly despicable.
“We urge anyone who may have seen or heard anything to come forward. Hate crimes like this cannot go unanswered.”

The incident has been reported to Sussex Police and is being treated as a hate crime.
A Sussex Police spokesman said: “We aware that the ongoing conflict in Israel and in Gaza is generating public concern and is impacting communities globally and locally.
“We recognise there is the potential for increased tensions and are engaging with communities and partners to ensure people feel safe and protected.
“Anyone who experiences threatening behaviour or is worried about their safety is urged to contact Sussex Police.
“Anyone with information about the incident can report it to Sussex Police online or on 101, quoting serial 1561 of 22/06.”
