The decision was made during a cabinet meeting on Thursday, February 20, following a routine inspection of the Orchard Theatre’s roof on September 4, 2023.

The inspection revealed that reinforced autoclave aerated concrete (RAAC) panels installed at the time of the theatre’s construction had deteriorated, rendering the building unsafe for users.

The theatre has remained closed since the discovery.

Further inspections, carried out as part of both the original roof works and additional refurbishment proposals, revealed that significant further works are required to meet modern regulations and current health and safety operating standards.

In a statement, the council reaffirmed its “commitment to the retention of a modern, safe and efficient Orchard Theatre”, deeming the works essential.

A detailed report presented at the meeting outlined the progress of the original works, the additional works required, and associated costs.

The report also sought approval to extend the operational capacity of the Orchard West temporary theatre up to April 2026.

The temporary theatre has been a hub of activity, welcoming over 160,000 guests and presenting a total of 257 performances in 14 months.

The recent pantomime, Sleeping Beauty, entertained more than 20,000 people over 38 performances.

The original contract to operate Orchard West expired on February 3, 2025.

However, the council has now approved a new contract to maintain theatre operations at Orchard West until April 2026.

This decision aims to continue delivering all the benefits described in the report for the duration of the extended closure of the Orchard Theatre.

Trafalgar Entertainment, the theatre’s operator, has confirmed that it will be able to reinstate all operational processes and engage a full programme by the summer of 2025.

In the meantime, the council will explore community and other types of uses for Orchard West until the full programme is up and running.

An additional £1,674,488.08, funded from reserves, has been allocated to extend the operation of the Orchard West temporary theatre for a further 12-month period.

A further £500,000 has been allocated to support a cultural and entertainment programme delivered by Trafalgar Entertainment and to manage Orchard West for a 12-month period.
