West Sussex Fire and Rescue Service believes the fire at a flat in Chapel Road, Worthing, was accidental.
Several roads, including the A24, had to be closed while firefighters tackled the blaze.
The incident was brought under control within a couple of hours and no one was injured.

A spokeswoman for West Sussex Fire and Rescue Service said: “At 1.15pm joint fire control received multiple calls 999 alerting the service to a fire at a block of flats in Chapel Road, Worthing.
“Six fire engines, an aerial ladder platform, command support unit and an off-road vehicle responded to the incident on the third floor of the premises.
“Firefighters wearing breathing apparatus entered the property and used jets to extinguish the fire, which is believed to be of accidental ignition.

“Fortunately there were no injuries.
“The incident has now concluded and the remaining crews will be leaving the scene imminently.
“At the height of the incident nearby residents were urged keep their doors and windows closed.”
There was also a large police presence during the incident.
A Sussex Police spokesman said: “Police assisted the fire service following a fire at a flat in Chapel Road, Worthing, which was reported around 1.20pm this afternoon.
“A number of roads were closed in the area temporarily but have since reopened.
“An increased emergency services presence can still be expected.”
