Developer London Land Group has said that it wants to build 107 “premium” rental apartments inside the tower at the southern end of the high street.
Two other buildings would also be built at the site – a six-storey old person’s housing block of 31 flats and a new three-storey office building.
A planning application for the development was lodged with Bromley Council last month.
The local authority previously refused plans for the same site last February citing issues with flooding and overdevelopment.
These proposals suggested building two blocks on the site. One would have been a 12-storey tower of 122 flats, and the other would have been a five-storey office block.
In planning documents submitted alongside the most recent application, the developer said: “The scheme has been developed from a ‘blank canvas’ addressing the constraints and opportunities of the site, together with the reasons for refusal on the previous application via a design-led approach.”
The current four-storey office building has been vacant since 2016. It was previously used as government offices, and most recently as a temporary primary school.
According to the developer, while the existing building could “in theory” be retrofitted, it suffers from “dampness and decay” and is “energy inefficient”.
The building would be completely demolished to make way for the new development.
Once finished, it would be largely car-free, although four blue badge spaces would be provided as well as storage for more than 200 bikes.
