Clayton Ellis has been charged with wounding with intent and possession of a bladed article in public following the incident on The Esplanade, Worthing, on Thursday (March 5).
The 25-year-old, of no fixed address, is due to appear before Worthing Magistrates Court on Monday (March 9).
The 30-year-old victim remains in hospital in a stable condition, Sussex Police said.
A 31-year-old man, from Worthing, was arrested for assisting an offender and he has been bailed for further enquiries.
Detective Constable Sophie Chaplain said: “Those involved are known to each other and I want to reassure the local community that we are not looking for anyone else in relation to this incident.
“We urge anyone who may be able to assist us in our investigation to get in touch, either with CCTV, ring doorbell footage or dashcam footage.
“You can contact police on 101 quoting Operation Hillside or serial 855 of the 5/3.”
