Emergency services were called to the incident at Big Park, Peacehaven, at around 7.50pm on December 21.
The toilet is at Gateway Cafe in Big Park.
East Sussex Fire and Rescue Service sent two fire engines and said no injuries were reported.
Sussex Police is investigating, and now believes the fire was deliberate. The incident is being treated as arson, they confirmed.
Police are calling for witnesses, and are looking to speak to five boys in connection with the incident.
A spokesman for the force said: “It is believed that the fire was deliberate, and the incident is being treated as arson.
“Officers are pursuing multiple lines of enquiry in an ongoing investigation and are seeking to speak to five boys in connection with the incident.
“We encourage anyone who witnessed the incident or who has relevant information such as CCTV or mobile footage to report it to us online or by calling 101 quoting serial 1076 of 21/12.”

A spokesperson for the Gateway Cafe said the business is open as usual .
“Thankfully due to the prompt alerts and efforts of members of the local community and the fire service the fire was quickly contained to just the external toilet areas,” they added.
“At least one of the toilets will have to remain closed for the foreseeable future.
“The police have been on site and will be going over the CCTV systems.
“Thank you for all the amazing messages of support and best wishes. Thankfully no one was hurt.”
A spokeswoman for East Sussex Fire and Rescue Service said: “We were called at 7.53pm on December 21 to reports of a fire in a public toilet cubicle in Piddinghoe Avenue, Peacehaven.
“Two fire engines from Newhaven and Roedean were in attendance. Crews used one breathing apparatus and one hosereel jet to extinguish the fire.
“There were no injuries reported.”
