An application for a premises licence for Hillfield Stores, in Hillfield Road – which is yet to open and will be part of the Premier franchise – was approved by the licensing sub-committee on Thursday (December 4).
It was brought to the committee because the council received seven objections, including from Sussex Police.
Concerns raised included noise and disturbance, crime and anti-social behaviour, parking and road safety, and the impact on families and the location.
Applicants Diana and Kavi Thas, who run three other Premier stores in Chichester, Bognor, and Worthing, had asked to be licensed to sell alcohol from 7am to 11pm Monday to Saturday and 8am to 10pm on Sunday. But they agreed to reduce those hours to 8am to 10pm seven days a week.
Mrs Thas will serve as the Designated Premises Supervisor.
They also agreed to a number of conditions tabled by Sussex Police, including: no individual cans of beer, lager or cider to be sold; digital CCTV to be installed covering areas inside and outside the store; CCTV to be recording at all times the premises licence is in operation, and footage stored for at least 31 days; a log kept of incidents, including refusal of sales; all spirits to be kept behind the counter out of reach of the public; and a Challenge 25 policy to be operated.
The committee heard sometimes emotional representations from neighbours concerned about the impact of the new store.
One said there was a covenant on the shop which said alcohol could not be sold on the premises – but officers advised that this was not something that fell within the committee’s remit to consider.
Anti-social behaviour and parking were also high on their list of concerns – and they were not convinced by assurances that clear signage would be put up reminding people about considerate parking.
