Police responded to concerns for a man’s welfare on September 11, when they found Mr Scarrott, also known as Tony.
A 39-year-old man who was also at the address was initially arrested on suspicion of assault and released on bail pending further enquiries.
The man, who knew Mr Scarrott, has now been arrested on suspicion of murder and remains in custody.
Words of condolence have been shared following Mr Scarrott’s death.
A long-term friend said he was “very well liked and appreciated by many”.
The Ship Inn in Southwick shared a tribute on social media, writing: “Rest in peace Doris. You truly were one of a kind.
“Our hearts are heavy and we don’t have any words.
“Please bear with us while we come to terms with the loss of our great friend.
“All our love goes out to Sandy and the rest of Tony’s family at this heart breaking time.”
Others shared their sadness underneath the post.
One wrote: “Such sad news. RIP Tony you were one of a kind and will always be in our memories.”
Another said: “Such a lovely man. Sending my love and thoughts to his friends and family.
“He was so kind.”
Police officers remained at the scene of the incident in Westcourt Road today, September 17.
Detective Inspector Amanda Zinyama, of the Surrey and Sussex Major Crime Team, said: “This is a tragic incident and our thoughts are with Tony’s family and friends.
“Through our initial enquiries, it has been established that the victim and suspect are known to one another.
“However we are appealing to anyone who may have seen or helped the victim in Westcourt Road between 7.20pm and 7.40pm on Thursday, September 11, in particular a woman wearing a red jacket, to come forward.
“They may hold vital information which could help our investigation.”
