Sky News say Frank McAveety was arrested in connection with alleged offences which took place in Glasgow between 2022 and 2024.
McAveety served as leader of the council between 2015 and 2017 and is a Scottish Labour politician who also previously served as an MSP.
It is understood that the charges relate to reported electoral fraud from when he ran for a seat on the council in 2022.
A Police Scotland statement said: “A 62-year-old man has been arrested and charged in connection with fraud offences in the Glasgow area between 2022 and 2024.
“A report will be submitted to the Procurator Fiscal in due course.”
