Angela Constance had requested a roundtable meeting with police, clubs and the council following the scenes in Glasgow city centre ahead of the League cup Final in December where rival groups clashed in the streets.
Shoppers had to run for safety and take refuge inside shops as groups of ‘ultras’ linked to both clubs came together and violence erupted in Argyle Street on December 15.

Constance reportedly wanted the meeting to take place before the match this Sunday at Celtic Park the first league meeting this season with both sets of supporters in the stadium but it has not been arranged.
An agreement between Celtic and Rangers has led to an arrangement where the away team will get a 4% allocation meaning there will be 2500 Rangers fans inside Celtic Park.
She told Police Scotland Chief Constable, Jo Farrell, at a meeting on January 16 her officials were working on setting up the meeting.
However, The Scottish Daily Express reported both Police Scotland and the Scottish Government have confirmed that no such event has taken place.
Following the scenes in Glasgow in December, Angela Constance and Jo Farrell “committed to a roundtable with all key stakeholders, including football clubs and local authorities, to explore how can work together to tackle disorder and the use of pyrotechnics inside and outside of football grounds”.

A Scottish Government spokesperson, said: “The vast majority of fans that attend matches behave responsibly and support their teams positively and disorder is perpetrated by a very small minority.
“We continue to work closely and collaboratively with Police Scotland, the football authorities and the Football Safety Officers Association to tackle issues of disorder. A round table meeting will be organised in due course at a date when all parties can attend.”
