The Sunday Mail has revealed the force are relying on dog legislation officers from other parts of the UK to assist prosecutions.
It comes as new laws were brought in last year to tackle the notorious breed following a series of vicious attacks.

The Sunday Mail reported that Scots Tory MSP Jamie Greene has demanded the Scottish Government “get a grip”.
He said: “The SNP’s handling of this issue has been shambolic from the outset.
“They recklessly dithered before finally agreeing to the common-sense UK wide ban yet we learn that hard working police officers are dealing with the ban with one hand tied behind their backs.
“It should never have reached a point where Police Scotland are having to bring in experts from England to help assist them in prosecutions.”

The breeding, selling, abandonment and exchange of XL bullies is banned and owners had to apply for an exemption cert to keep their dogs.
A spokesperson for Police Scotland said: “All officers are given an awareness of how to deal with dog calls.
“However, if we attend a call where the breed or conduct of the animal means it cannot be dealt with by the attending officers, the Dog Unit has access to specialist equipment and can provide assistance.
“We do not have any trained dog legislation officers and have used mutual aid from external forces for dog typing purposes.
“With the ever increasing range of dog breeds, our policy around handling these incidents is constantly being reviewed and we are working with the Scottish Government. It would be inaccurate to report that this is related to cost.”
We previously reported how a Glasgow woman thought her dog was going to die as she rushed him to the vet after two “XL bullies” attacked them.
Three-year-old Harley was disfigured and is “traumatised” after he was bitten extensively in Lambhill Cemetery.
Linsey Willis was walking her puppy on Monday afternoon when she heard shouting from behind. Two XL bully-type dogs charged at them.
She said: “I was screaming.
“They locked their jaws onto Harley’s hind legs. He was trying to get away but he couldn’t.
“I was shouting at the owner to get them away.
“She managed to get one of the dogs off Harley and she stepped back from the incident.
“I was shouting and pleading for help, and that is why I have no voice left.
“I was hitting the dog and trying to get him away while shouting at the woman.”
The fox-red labrador stood no chance against the aggressive pets.”
