The Department of Government Efficiency, guided by Elon Musk, is working on a new generative AI tool. Called GSAi, this chatbot is intended for the General Services Administration, an agency that manages office buildings, contracts, and digital infrastructure across the government. Two individuals close to the work shared that DOGE plans to modernise day-to-day tasks at GSA.
Donald Trump has publicly endorsed an AI-first plan across government. Musk’s group is pressing GSA employees to learn to work with AI solutions quickly. They hope that this chatbot will be handling contract analysis as well as drafting official documents. Musk appears to trust that this software will eventually cut costs and smooth out important procedures across agencies.
Who First Brought Up The Idea For a Custom Chatbot?
Leaders at GSA had explored existing AI models from major corporations such as Google. However, the GSA team concluded that ready-made software would not grant the in-depth contract data access that DOGE desires. GSAi is planned as an in-house solution that can work through large volumes of procurement files and produce quick insights for official memos.
Musk’s circle also imagines combining GSAi’s contract analysis feature and other AI aids across government departments. Information uncovered through press sources describes a plan to adopt specialised coding assistants that could produce or edit software without the need for standard human labor. This concept seems to have caught the attention of high level officials, who see a chance to reduce overhead and improve operations.
A coding tool named Cursor was considered, backed by prominent investors connected to the current administration. However, GSA’s technology arm stepped back from that option and is now looking at Microsoft’s GitHub Copilot, a well-known code generator. Official clearance is needed before any final selection, so progress on these AI tools stays in flux.

This new tech plan is in alignment of Trump’s large-scale campaign to reduce government spending. He has demanded budget cuts and urged agencies to eliminate positions if employees cannot adhere to an on-site schedule every day. Some are worried that GSAi and other software might replace human roles.
But for Trump and Musk, its different… They see AI as a way to accelerate everyday processes, cut labour expenses, and retool entire departments.

GSA had begun an AI push during Biden’s term, but the official security review process stalled. No coding assistants completed the formal checks needed to be fully authorised. Musk’s team now appears ready to fast-track these processes, insisting that a slow pace is not an option when cutting costs is a priority.
Federal regulations follow strict evaluations of any new software, particularly those that handle large amounts of sensitive information. GSAi must handle cybersecurity checks, privacy guidelines, and legal constraints. Smaller startups may struggle to meet government requirements, since they often lack extra staff to handle the entire compliance routine.
The success of DOGE’s plan depends on how long agencies will take to get comfortable implementing a chatbot that might influence daily operations. GSA’s top officials have shown strong backing for GSAi, pointing out that administrative tasks like reviewing contracts could be automated faster than expected. Although no official timeline has been announced, many commentators believe the first roll out could be soon.
