Chris Renton was fined on three consecutive weeks in November for the alleged infractions after doing his weekly shop at Bromley Waitrose.
He was sent £100 charges for each of the incidents by Britannia Parking, which has traffic cameras in the access road that leads to the supermarket.
The cameras were installed in the road, which runs between Bromley police station and Bromley South station, in October at the request of the Metropolitan Police.
The force said it had recently faced “difficulties due to cars blocking the road”, which has been blamed on drivers using it as a drop-off point for the station.
It means that anyone who now stops or parks on the road risks a hefty fine.
But Mr Renton told the News Shopper he had not been idling outside the police station, but instead waiting to pull out from the access road into Bromley High Street.
“The fines were actually just for driving down, parking in Waitrose car park to do the weekly shop and then driving home again,” he said.
“I understand why they’re doing it because people are blocking the road up dropping people off at the station – I haven’t got an issue with that.
“But when you’re actually getting fined for just driving up and down the road, it’s out of control.”
Photos of the incidents provided as evidence by the parking company show Mr Renton’s car driving into and out of the access road, but give no indication as to how long he is alleged to have stopped there for.
“I’ve got to do a full appeal response for each one,” the Waitrose customer added. “It’s a hassle to the point now that I’m just not going to Waitrose anymore because I can’t risk getting a fine.”
Metropolitan Police said that it was for Britannia Parking to comment on Mr Renton’s case, as it was the company that issued the fine.
Britannia Parking did not respond to an email from the News Shopper, or a voicemail left on its answerphone. Waitrose declined to comment.
