Four pumps from West Sussex Fire and Rescue were called to a ground floor flat in Middle Road, Burgess Hill.
The fire started in the kitchen of the flat and the first pump arrived on the scene at 9.04am.
A five-month-old puppy called Digger was given oxygen therapy and a resident of a third-floor flat was rescued.
There were no injuries, a spokeswoman for West Sussex Fire and Rescue has confirmed.
The fire engines left the scene at 11.56.
