The men, aged between 21 and 30, were seen on the A23 travelling southbound near Pyecombe at around 6pm on Saturday.
The Ford Focus failed to stop for police and was chased onto the A27 eastbound where it crashed at Southerham Roundabout near Lewes.
The occupants jumped out of the car but were tracked by a police helicopter and stopped by officers on foot.
Armed police were also at the scene. A Vauxhall Zafira was also damaged in the crash.
A Sussex Police spokesman said: “A section of the road was closed in both directions as officers responded at the scene, and we thank the public for their patience and understanding.
“A 30-year-old man from Hastings was arrested on suspicion of dangerous driving, failing to stop when required by police and possession of a firearm with intent to cause fear of violence. He has been bailed until 28 April, pending further enquiries.
